1984-1988 – senior lecturer and associate professor at the Department of Social Hygiene and Public Health Management at S.V. Kurashov Kazan Medical Institute.
1988-1980 – Secretary of the Party Committee at S.V. Kurashov Kazan Medical Institute, Kazan.
1989-1994– Minister of Health of the Republic of Tatarstan, Kazan.
1994-1997 – Head of Inspection of the Russian Ministry of Health’s State Drug and Medical Equipment Office, Moscow.
1997-1998 – Director of the Russian Ministry of Health’s State Drug and Medical Equipment Office, Moscow.

Academic Interests
Historical examples of social care and healthcare industry. The author of one of the first publications in the country, highlighting the process of health technology assessment and the strategic importance of this process in order to optimize medical care.

Professional Organizations
Was a member of the Soviet of Nationalities of the Supreme Soviet of the Russian Federation and a member of the Supreme Soviet Committee for Health, Social Support, and Physical Culture. He participated in the Medical Workers Deputy Group, the Federation of Independent Labor Unions of Russia, and the Sovereignty and Equality Faction. He was a representative of the board of trustees of the Children’s Charity Fund for Patients with Hepatitis and HIV.
Scientific Consultant for the journal Pharmacoeconomics: Theory and Practice.
